The GTO’s narration
You are a group of persons as many as you are, engineering graduates on an industrial visit, when a pungent leak is reported from Plant-2. You have four cartridge masks in the safety hut (not enough for eight), one battery cart, the safety officer’s phone that can shut Plant-2 valves, and a visitor bus at South Gate at 11:00 that will not wait. Yellow-green haze is on the Plant-2 windward side; workers are coughing. A fitter inside the plume has a crushed hand and needs extraction to the first-aid post. Contract workers have blocked South Gate; the bus cannot enter or leave. If you miss 11:00 you miss the only connection to Ranchi for SSB reporting tomorrow. Do not enter the plume without a mask. Do not break a lawful protest by force. Approach upwind. Now the time is 09:42 hrs. As brave young men/lady what will you do.

This is one workable plan, not the only plan. The GTO wants a split group, life before duty, and no invented resources. Compare after you write.
Priority of problems
- 1. Life — chlorine-like leak; shut valves, keep people upwind (P2).
- 2. Life — fitter with crushed hand inside the plume (P2).
- 3. Duty — negotiate a one-bus corridor at South Gate (SG).
- 4. Duty — catch the 11:00 bus for Ranchi SSB (SG).
Distance and time (from the map)
- Visitor hut → Plant-2: 1.2 km pucca.
- Plant-2 → FA post: 0.6 km.
- Hut → South Gate: 1.5 km.
- FA → township hospital: 4 km pucca.
What the group actually does
- First minute: one candidate phones the safety officer from the hut — valve shut and siren.
- Party A (4 masked + cart, upwind) extract the fitter to the FA post, then township hospital if the hand needs more than first aid.
- Unmasked four stay upwind at the hut, keep visitors out of the haze, help crowd control.
- One of the unmasked, with the safety officer / CISF, goes to South Gate to ask for a one-bus corridor at 10:45. No argument with the crowd.
- Board the 11:00 bus if the corridor opens; if not, the coordinator records names and asks the plant for a later vehicle — do not force the gate.
Close: Four masks mean four in the plume, not eight. Phone shuts the plant. Gate is negotiation, not a lathi charge. Bus is duty after life.
